During Scott Delman’s tenure as ACM’s Director of Publications, he has driven a landmark transformation of the ACM Digital Library from a paywalled repository into a globally accessible Open Access platform. By removing barriers to critical scientific knowledge, this shift has expanded the reach of cutting-edge research to a far broader community of scholars, practitioners, and innovators.
His role in the conception, design, and implementation of the ACM Open model and its institutional tier-based structure based on affiliated publication history, as well as his relentless efforts, convinced more than 3000 institutions to sign on to the ACM Open model. ACM’s transition to 100% Open Access publication on January 1, 2026, signals a major shift in scientific publishing, felt far beyond ACM by democratizing information and accelerating the pace of scientific discovery.
